Mission: create or update a non-fixture national-scale population review bundle.
Must:
- inspect current /home/synthestat/output/IT/ artifacts if present and report persons/households row counts vs official targets;
- do not call seeded 5/8/9-person artifacts done;
- use frozen official payloads and validated handoffs from parent tasks;
- generate national-scale persons/households if implementation/source readiness allows;
- otherwise block with exact model/runtime/source blocker and files/functions needing work;
- preserve Synthestat doctrine: HARD controls exact, uncertainty/provenance/degradation flags for modelled quantities, no hidden-population person labels;
- write review bundle under /home/synthestat/output/runs/IT/ and/or a precise blocker memo.
If you implement code, run focused tests and name them. If successful, request reviewer validation.
