# PT scope declaration — non-national fixture only

The current Portugal artefacts under `/home/synthestat/output/PT` and the latest PT review bundle are explicitly not national-scale, not national-core complete, and not release-ready national microdata. They are a seeded internal review fixture over two test zones only (`SEC_PT_TEST_001`, `SEC_PT_TEST_002`).

## Allowed interpretation

This fixture may be used only for internal pipeline smoke testing, review-bundle packaging checks, and PT source/model gap diagnosis. It must not be relabelled as a national Portugal population, national core, PT PASS, or national dwelling/building/work/school assignment layer.

## Required before any national PT claim can be reopened

1. Freeze/catalogue national PT population and age-sex source payloads with retrieval timestamps, checksums, licences, code lists, geography levels, and reference periods.
2. Freeze/catalogue Eurostat/INE household total/composition sources and declare whether the selected household universe is HARD or FIRM.
3. Integrate national PT dwelling/building/address stock sources, or explicitly mark the layer unavailable/degraded with quantified coverage and uncertainty.
4. Build a new national runner whose person count equals the declared official national universe and whose household count fits the declared household constraint.
5. Emit a full population review bundle contract with national `build_manifest.json`, `constraint_residuals.json`, diagnostics, uncertainty, provenance, geography tiers, explicit unavailable overlays, and model notes.
